Streamlining Public Administration in Hungary: IdomSoft’s AI Revolution

In recent times, the development of a digitalized and user-friendly public administration has become a central task in the European Union. A recent report from the Joint Research Centre analyses how artificial intelligence (AI) improves the cooperation of various IT systems in the public sector across Europe, Magyar Nemzet reported.

The European Commission’s scientific body has ranked the solutions by IdomSoft, the company responsible for Hungary’s state digitalization, among the seven most promising ones.

The company’s development contributes to reducing operational costs and easing the burden of bureaucratic administration.

The studies prepared by the European Commission’s Joint Research Centre’s independent experts provide relevant guidance for the European Union, highlighting outstanding European developments and achievements. In early October, the research centre published a study titled Artificial Intelligence for Interoperability in the European Public Sector, which analysed AI solutions aiding public administrations in European countries.

Out of the 720 proposed solutions, 189 were examined in detail, and one of the seven most promising developments highlighted was IdomSoft from Hungary.

IdomSoft collaborates with researchers from Pázmány Péter Catholic University to achieve the goal of digital public administration, which is to transition citizens to online management of public affairs, promising speed, ease of use, and data security. A prerequisite for this is the synchronization and integration of relevant IT systems.

Within the framework of the Infocommunications and Information Technology National Laboratory (InfoLab), in partnership with Pázmány Péter Catholic University, the company explores and applies various AI-based solutions. Their aim is to implement AI-driven IT operations (Artificial Intelligence for IT Operations or AIOPs) to modernize the management of systems according to current technological foundations.

What is still under research elsewhere is already in practice at IdomSoft.

The solution the company has developed can identify and interpret errors in the system and pinpoint anomalies. Its uniqueness lies in the creation of neural networks for data analysis, a practice that is not yet widely adopted in this field and is more at the research level. The established neural networks can even predict unexpected events, such as a sudden increase in user traffic for a newly introduced or updated service.

The company already uses part of the system for supervising various cloud-based services. This significantly automates processes that were previously carried out manually, which, as emphasized in the Joint Research Centre’s description, greatly contributes to reducing operational costs and lightening the burden of administrative work. The study also highlights the procedure because Machine Learning as a Service (MLaaS) allows the further analysis and reuse of data collected in compliance with GDPR regulations, thereby enabling the development of new systems in the future.

Researchers from the European Commission have categorized the company’s development as a ‘potentially relevant’ solution alongside Estonian, Spanish, Lithuanian, Italian, and Belgian AI solutions.

State-owned IdomSoft Ltd has been creating digital solutions for almost every life event of Hungarian citizens since the turn of the millennium. The organization develops and operates the systems for public administration procedures, facilitating digital and often automated changes to Hungarian citizens’ data, address registration, or document replacement, among other services.
