Hungarian Parliament to Hold a Three-Day Session this Week

The Hungarian parliament will be in sessions for two weeks as of today. Important legislation will be discussed and debated, including regulations related to the asset declaration of politicians, to the judiciary and the conditions of declaring a state of emergency in the country.

A two-week session of the Hungarian Parliament began on Tuesday, 2 May. Representatives will discuss the reports on 13 legislative proposals and the summarising amendment proposals.

This week starts with a three-day session. The first day includes MPs paying tribute to recently deceased IFidesz member of parliament stván Bajkai, and three other former representatives: András Páris, István Götzinger, and Gyula Pásztor.

Following the pre-agenda speeches, there will be interpellations for two and a half hours, followed by immediate questions. The parliament is expected to discuss the law that announces several amendments to the Constitution of the Universal Postal Union, which President Katalin Novák sent back for reconsideration to parliament in November last year. The President considered that the unpublished law had a fundamental legal problem in that it does not actually contain the text of all the international legal documents to which the title and paragraphs of the law refer. To rectify the mistake, the Legislative Committee submitted a more than 500-page amendment proposal to the law.

There will also be debates on committee reports and summarising amendment proposals. The agenda includes, among other things, modifications to laws related to health care, health insurance, and pharmacy, which affect human reproduction, autopsies, independent medical care, and regulations on aesthetic medical procedures.

There will be a debate regarding the tasks of the Hungarian presidency of the Council of the European Union in the second half of 2024, as well as certain related provisions. The proposal also stipulates, among other things, that the executor must be suspended immediately if they are under criminal proceedings for an intentional offense that is subject to public prosecution, and the suspended executor cannot exercise their rights arising from their professional duties.

The amendment to the law on the prevention and management of the consequences of armed conflict and humanitarian disasters in neighbouring countries will enable the government to extend the state of emergency for an additional 180 days in order to prevent and manage the consequences in Hungary.

The final agenda item on Tuesday is the modification of rules related to asset declarations for the purpose of reaching an agreement with the European Commission, which also includes amendments to laws on the judiciary, in order to obtain EU funds.
